FOUNDER / CEO

More than thirty five years of experience in logistics management and operation, international transport of containerized goods, multimodal transportation, international trade and business development. Provide expert advice in market research, consulting services in ports, port concessions, maritime and logistics to investors, multinational financial institutions and international consulting firms, primarily in Latin America and The Caribbean. As Operations Manager, Mr. Lugo has been responsible of logistics for freight forwarding and logistics service providing companies; as entrepreneur, he has also held General Management positions in logistics, distribution and consulting companies and has served as General Manager and advisor for maritime services providing companies. Mr. Lugo has served as Professor for several local and international universities (Mexico, Spain, Colombia and USA), also has real live experience in Business development, finance, business administration and has been an advocate promoter of Panama logistic development. Mr. Lugo has acted as legal expert in port and maritime related cases in the maritime court in Panama.

With over 40 years of experience, Mr. Lugo has built a distinguished career in logistics management and operations, international transport of containerized goods, multimodal transportation, international trade, and business development. He provides expert advisory in market research, port consulting, port concession structuring, and maritime and logistics services—serving public and private sector investors, multinational financial institutions, among other clients, primarily across Latin America and the Caribbean, but in other regions (North America, Europe, Asia-Pacific, Middle East, Africa).

As an Operations Manager, Mr. Lugo has overseen logistics for freight forwarding and third-party logistics companies. As an entrepreneur, he has held General Management roles in logistics, distribution, and consulting firms, and has also served as General Manager and strategic advisor for maritime service providers.
In academia, Mr. Lugo has been a professor at several universities in Mexico, Spain, Colombia, and the United States, sharing his practical knowledge in business development, logistics, ports and international transport of goods. Mr. Lugo has served as a “expert witness” in port and maritime-related cases internationally.

During his ten years at the Panama Canal, Mr. Lugo actively contributed to the development of studies related to the Canal Expansion Project, participated in drafting the expansion proposal, and helped shape the project’s national and international communication strategy.

Additionally, Mr. Lugo was appointed by the Executive Branch of the Republic of Panama as a member of the commission responsible for overseeing procurement processes for the container terminal at the Pacific entrance of the Canal, known as the “Megapuerto.” Within the framework of “Compite Panama”, he provided technical support to the commission tasked with developing the General Law of Ports, contributed to the Panama Maritime Authority Committee in formulating navigational rules for ports, and supported the creation and reformulation of the National Maritime Strategy. He also served on the National Commission on Science and Technology, evaluating logistics projects for the National Secretariat of Science and Technology.

In the private and academic spheres, Mr. Lugo was retained in 2008 as Latin American Representative for TranSystems, a U.S.-based transportation consultancy firm. He was also appointed as Latin America Representative for the Port of Long Beach in California during 2012–2013 and 2018–2019, providing strategic insights into Latin American developments, conducting promotional conferences, and engaging with potential port users. He has also served as Dean of the Faculty of Logistics, Maritime, and Port Management at Universidad Interamericana de Panamá.
